The Health and Safety Executive (HSE) have
appointed external consultants (IRIS Consulting) to carry
out an independent evaluation of their pilot organisational
and staffing arrangements which comprise the formation of
specialist pools for providing scientific and technical advice
and inputs.
Aims
The evaluation of the pilot pooling arrangements
will specifically address the following issues:
- Whether pooling allows a flexible use of
topic specialist resource
- The effectiveness of the different management
and operational arrangements
for the various pools
- The efficiency and effectiveness of the pooling
arrangements to provide specialist resource
to meet the demands of HSEs business
- Whether pooling has any impact on the motivation
and morale of staff within the pools
and, if so, what this impact is.
The evaluation will look at customer satisfaction
levels of key stakeholders, such as Strategic Programme directors/managers,
HSE field staff and operational directorates.
The evaluation will seek to assess the effectiveness
of the pooling arrangements in supporting the delivery of
the HSEs Strategic Programmes; the effectiveness of
the range of management arrangements, including the balance
and range of work activities, professional development experienced
by staff and their assessment of their status and contribution
to the work of the Department.
Methods
The initial stage of the review involves finding
out the views of internal stakeholders through a series of
meetings and interviews. At a later stage there will also
be a survey of all staff who are part of the pooling arrangements.
The consultants will also assess other management information
about working arrangements, flexibility, efficiency and effectiveness.
Timescale
The set-up stage of the evaluation got under
way in August 2005 and the consultants aim to complete their
review by end of March 2006.

The views of staff are being collected and analysed
as an integral part of the evaluation. In addition if any
