The Ministry of Justice has awarded
IRIS Consulting a research contract to identify the learning points
from devolved forms of decision-making in government
This research will look explicitly at answering
the following questions:
o What has been the experience of other Government
Departments that have deployed a local / regional decision-making
model?
o At which level has decision-making been devolved?
o How have budgets been devolved to different levels? To what
level national / regional / local / service user level?
o Do decision-makers hold the budgets for the services?
o How have local commissioners delivered outcomes jointly with
other partners?
o What level of freedom in decision-making has been afforded to
the local / regional levels?
o How has the decision-making process been regulated?
o What international evidence is there on the applicability of
devolved decision-making to offender management services?
The research is intended to feed into the Commissioning
Strategy and will critically assess the use of devolved decision-making
in the commissioning process across Government, providing an over-arching
rationale for application to parts of the services run by the Ministry
of Justice.
